[Charts] Add ability to send mobile text alerts for monitoring notifications

This feature request is to add the ability for Charts to send notification alerts via mobile texts. Often times, manufacturing leadership would like to be alerted off-hours for major operational issues. Text messages have proven to be an excellent means of alerting key resources outside of normal working hours.

      Today monitoring notifications go out by email rather than mobile text. The point that text is the right channel for reaching key people outside working hours is well made and understood. 

      I can't commit to timing, but I've noted it and the upvotes help us weigh it.
