Identify optimization opportunities (e.g deferment reduction, resource constraints)

As a user i would like the system to identify optimization opportunities (such as deferment reduction) for me through defined rules & logic or and aggent! e.g. if a maintenance and a WI job is scheduled for the same prod element within the two weeks this should be highlighted in Maintain to discuss if it can be combined at the same time! 

Such that I can be notified about these opportunities without having to manually review the system (in the Cognite Maintain App)

After a joint discussion with Cognite ​@Marius Biermann  it was suggestet to test with python logic / Atla AI + add activity or optimisation to maintain if a conflict is identified!
