Workflow Notification Bug

I have a workflow that runs subwork flows. In the main workflow, each of the subwork flow tasks is set to ‘skipTask’ on failure. The tooltip notes that the task will be marked as COMPLETED_WITH_ERRORS. However when this happens all I can see for status is ‘Completed’ and no email notification is being set out.
What I want is for my workflows to continue to run if a specific portion fails, but I still want the email notification to be sent to notify me that there is an issue.
