Confusing Location support in cdf toolkit

Hello, 

Based in this doc: https://docs.cognite.com/cdf/deploy/cdf_toolkit/references/resource_library/#locations
location is managed by cdf toolkit but it does not appear when deploying in the summary and do not seem to be taken into account.

I’m using the latest version of cdf toolkit.
Please see screenshots.

    The file name needs to be named LocationFilter not Location as mentioned in the first example of this version of the docs: https://docs.cognite.com/cdf/deploy/cdf_toolkit/references/resource_library#locations
