Charts: Empty Time Series should be treated as zero instead of failing a calculation

If a time series is empty but used in a calculation - it should treat it as zero, rather than not allowing the calculation to function at all. 

Please refer to Bug #10057 where this was originally filled out (complete with pictures), but the outcome was a recommendation to fill out as a product enhancement request since this was as designed.

Our approach to solving this requirement is by introducing support for Time Series Status Codes, which after implementation will mean there will be no more empty time series, (unless that is the case in the source system).

This is fantastic feedback @Marcela Young we are looking into this in the product side to allow users to be able to set the default behaviour on missing data. It is something we are aware off and would like to solve in the near future. Please stay tuned for more information as we work on some concepts and ideas to solve this problem.


@Arun Arunachalam  Can we please ensure the specific users building the monitoring or charts calculations decide on what to do with missing data, bad data or un-certain data. When a timeseries is brought in to the chart/calculation, it would greatly help having this ability at the input level (for each of the inputs going into a calculation separately). Thanks
